Abstract

This investigation worked with West Sussex Trading Standards Service to investigate
and identify what performance management challenges exist at the organisation
that prevents them from being able to effectively provide evidence of their impacts
and outcomes. To find this information, different sources of data were used
including staff interviews, document analysis and observations of Trading Standards
work. The research findings showed that there were several difficulties, some
general to Trading Standards nationally and public sector organisations, and some
that were specific to West Sussex Trading Standards. One of the main problems was
the complex nature of work. Along with other issues such as stakeholder conflict
and diminishing resources, there is a build-up of evidence of challenges for the
organisation. Research into the work carried out and how the organisation operates
was carried out to enable the researcher to make assumptions and
recommendations. The Balanced scorecard was the main tool that was assessed for
its suitability at the organisation. The findings showed that with some modifications,
the organisation could use this method to ease their problems by deriving useful
data from this performance management tool. Issues that were also addressed in
this research is the gap between capability and expectations which has shown to be
a problem in the service sector, recommendations have been made to solve this
problem, including pooling resources and working collaboratively with other Trading
Standards organisations.
